Boston Redevelopment Authority adopts South End Renewal Plan
1968
Emergency Tenants Council of Parcel 19, Inc. ("Emergency Tenant's Council") incorporated
ETC was organized and incorporated by local residents in the South End in opposition to urban renewal plans by the Boston Redevelopment authority (BRA). The neighborhood residents, primarily low to moderate income Hispanic people, strongly felt that the plans of the BRA would result in the destruction of the neighborhood and the displacement of residents.

The first object of the ETC was to win BRA's acceptance as a negotiating agent, which it was successful at. But when ETC sought acceptance as an appropriate sponsor developer for Parcel 19, BRA remained dubious and resistant.

ETC Development Corporation ("ETCDC") Incorporated
ETC is officially designated by the BRA as developer of Parcel 19 of the Urban Renewal Plan

ETC & Associates organized
ETC & Associates housing: 71 apartments in rehabilitated structures begin.
1972
ETC & Associates Project substantially completed
1973
Emergency Tenants Council buys 405 Shawmut Avenue
1974
Torre Unidad opens
Torre Unidad (Unity Tower) housing: a 19 story, 201 unit building for elderly and handicapped is completed.
Areyto, the cultural program of ETC, is established to provide education and enrichment programs to children and adults
Emergency Tenants Council changes legel name to Inquilinos Boricuas En Accion Inc (IBA)
IBA becomes a United Way agency
1976
Viviendas Assoc. project substantially completed
Viviendas La Victoria, Phase I housing: 181 units of family housing, consisting of a 7-story mid-rise building and 54 two-family townhouses, is completed.
WIBA, Channel 6, a closed cable television station for the residents of Villa Victoria is established. Classes in video production, in connection with Areyto, are begun
Borinquen Associates organized in October
1977
Boriquen Associates project substantially completed
Casas Borinquen housing: 36 rehabilitated housing units in ten scattered sites are completed
West Newton Street apartments managed by ETCDI
1978
Escuelita Agueybana Day Care Center, service capacity of 57 children aged two years nine months to five years, is established.
1979
The Youth Center is established in Paseo Boriken through the Human Service component.
1980
IBA acquires 85-91 West Newton Street
Victoria Associates organized
1981
ETCDI acquires South End Apartments
The South End Federal Credit Union, a component of the Community Development program, is established.
1982
Victoria Associates project substantially completed
Viviendas La Victoria Phase II housing: 190 units of family housing in two-family townhouses, is completed
The Legal Services program, a component of Human Services, is established
1983
IBA Community Development Corporation incorporated
"Race Encounters of the Third Kind", a program of multi-cultural education is established by the Areyto program in three of Boston's Public Schools.
Villa Victoria Community Center, Inc incorporated
Villa Victoria Center Corporation and Villa Victoria Center Limited Partnership organized
Escuelita Aqueybana Day Care Center becomes an independent United Way agency.
1984
Occupancy of 8,100 square feet of minority operated commercial space in the Plaza Betances.
Construction of the Villa Victoria Community Center, through the rehabilitation of the All Saints Church, to house the Escuelita Day Care Center, the Youth Center, the Areyto Cultural program, and a 400-seat performance center is begun.
The Human Service Component of IBA services now includes client case management and advocacy, individual and group counseling, a drug prevention program, a five school drop-out prvention program, a summer camp, information and referral, legal advocacy and representation, translation and escorting, hypertension education and monitoring, social, educational and recreational activities for the families, youth, elderly, and handicapped of Villa Victoria.
The Areyto component of IBA services now includes a full 2-cycle calendar of classes in music, video, workshops, in-school programs, after-school programs, holiday celebrations and performance, a touring group, and the 4-day Festival Betances.
1985
VVCC Real Estate Trust organized and acquires 85-91 West Newton Street from IBA
1986
